Retired Police Officer (WPS 10+ years Traffic)
For over a year now Larry has been bringing many issues surrounding Winnipeg's Photo Enforcement program to the publics attention through his web site at trafficticketguru.com. "Photo enforcement is the least effective means of making streets safer. However due to the political spin, it can make it difficult to speak out against it. Your told that if you dis-agree with the program that you are supporting law breakers who just need to slow down so they won't receive a ticket. We've now seen how the system has been abused and illegally issued over 60,000 tickets, because the wording of the law interfered with the ability to issue multiple tickets. The City has begun to rely so heavily on a 'predicable' amount of tickets that it is now forced to issue a directive to officers to write more tickets while on duty and the authorizing of overtime 5 days a week for officers to come in and write tickets all day. With all the headlines surrounding increased violent crime in the city it's a poor use of police resources and just shores up the fact that decisions are being made with the priority being revenue instead of safety. |

Todd Dube is a Winnipeg businessman who has been actively attempting to inform the public on the facts and history of photo enforcement. Todd came up with the idea of having sign placards made to give away to Citizens so they too could express their displeasure with the program. Todd has also been generous in providing for the cost of these signs.
“To me photo-radar represents more than just the cash-grab that it certainly is – it’s also symbolic of how far we’ve let our governments and bureaucracies run astray. Our politicians and police should be ashamed of themselves for employing the word “safety” in their notional pursuit of fundraising from vehicle owners. We hope citizens wise up and question all aspects of this program including how it is that we listen endlessly to politicians talk about complexities, legislation and other obstructions that impede them from making real progress on issues, including real public safety issues, yet a few can get together on a Friday night and change the wording of the law so that not only can this fundraising scheme continue – it also doesn’t have to refund its ill-gotten gains. Larry has been ignored by the establishment long enough and it’s time the public delivered the message that ignoring the facts is no longer an option. They cannot support their claim of improved safety, which is required for the programs’ continued existence and it’s time they answered on it.” |
